Grand Ayatollah Fazel Lankarani's New Fatwa on Travelers and a Students' Fasts and Prayers

Grand Ayatollah Fazel Lankarani,

Praise belongs to Allah, the Lord of the Universe.
Question: People who are doing jobs while on their journeys such as students who go to another city for education and return to their hometowns on weekends or like teachers, government employees, laborers and other such individuals who regularly travel as far as eight Fasakhs (28 miles) to their places of work, what are they obliged to do in regards to their prayers and Fasts?

In the name of Allah, the Most High

Answer: Given the supposition made in the question and after several precise and careful reviews I have observed that he who is doing his job on journey but he is not a traveler by profession like a student or a teacher or a businessman who regularly travels as far as eight Farsakhs and more, he must offer complete prayers and his fast is in order. Similarly, one who frequents a destination like one who travels weekly the distance between Tehran and Qom to visit the shrine of Hazrat Ma'sumah (a.s.) while conventionally the journey is considered a part of his program, he must act in the same manner even if his profession might be something else. God knows best.
